History of OFP - Chapter 5

Chapter 5 – there's always a way

Well, it turns out that there is always a way to get things done.  We started searching.  On the Angeles, partners had created a yahoo group for folks who had missed public meetings.  This simple approach enabled people to share information and communicate with each other in a sphere that was outside of direct FS control.  They had used the post-Station Fire unification (mentioned in Chapter 3) as the impetus for starting and maintaining…

History of OFP - Chapter 6

Chapter 6 – today

The team went home – except for me.  I stayed because I work here in California, at the Regional Office in Vallejo. I went back to my staff, but my director agreed to share my time with the planning staff so that I could maintain our online tools.  I did my best to keep it up while the new team was being recruited, but it all honesty, it was faltering. There was not enough growth, and there was not enough activity.  In our zeal to accommodate imagined…

History of OFP - Chapter 2

Chapter 2 – uh, what are we supposed to do?

We busily read the Proposed Rule.  We highlighted and discussed various paragraphs of text.  We visited the USDA’s webpages and blogs and searched for direction and insight. We met every day and brainstormed a multitude of overarching concepts and action items. And then we started talking with folks.

Some of the first people we spoke with were Eli Ilano (from the Tahoe NF) and Jeff Marsolais (from the Lake Tahoe…

History of OFP - Chapter 3

Chapter 3 – it’s all connected, but how?

Water, transmission lines, fires, threatened and endangered species, grazing, tourism, …  The list of issues quickly became overwhelming. We sought a connecting thread between all issues, so that we could use that connectedness as a starting point.  We were invited to a Regional Leadership Team meeting, where all of the Forest Supervisors and staff directors were present. The gathering abounded with thoughtful discussions and…

History of OFP - Chapter 4

Chapter 4 – advice

Someone told us “people flock to good working ideas that have momentum.” Another said “don’t hide holes, gaps, and inconsistent messages.  Instead, address them honestly.” Others said “Any resulting content has to be accessible and searchable, with persistent discussions visible to all so that people can see comments and responses among participants.” And “We need to move away from the FS being the ‘convener’ of the discussions, and move toward the FS…

History of OFP - Chapter 1

Chapter 1 – a new rule

If we follow the history of OFP all the way back to its humble beginnings, we find that it all starts with the Proposed Planning Rule, published in the Federal Register in February2011.  Here in Region 5 (the Pacific Southwest Region of the Forest Service) there was a new Ecosystem Planning staff director named Joe Stringer who saw the new Rule as a departure from the past and an opportunity to do things differently. So he proposed the assembly of a 4…

Living Assessment pages open for editing!

Thank you for your patience.  We've re-opened the Bio-regional chapters on the Living Assessment back up today with one exception. Chapter 9 - Recreation had many suggestions and additions.  The Chapter team will require a few extra days to finish their edits and additions.  We'll re-open the page as soon a possible, but it could take as long as the end of the day on Friday.  In the meantime, please take a look at the…
